There is no such file at all but TWinntSystem.h instead
ROOT does distinguish the "graphics layer" which is WIN32
and operating system which is WinNT (however this suits Win95)
compare: TWinNTSystem.h vs TUnixSystem.h
TGWin32.h vs TGX11.h
