This is not an inconsistency.
The default paper size (20,26) corresponds to what is typically
accepted including reasonable margins by most laser printers
(including American letter format).
The possibility to select A4 is simply academic. Borders will be
plotted just at the limit of the physical paper.
Most users define a plotable region smaller than 20x26
